REVITALIZATION STEPS
WHO ARE WE?
We are the inactive Leslie Estates Homeowners Association Number 2. We are not recognized by any government authority as an active legal entity. We can only work together as private citizens who live in the same neighborhood.
WE WANT MIAMI GARDENS TO BUILD NEW ROADS AND DRAINAGE.
WE ARE NOT COLLECTING ANY ASSESSMENTS OR FEES.
WE ARE NOT ENFORCING THE BYLAWS OF THE HOA.
WE ARE NOT PLACING LIENS ON ANY PROPERTY.
HISTORY OF THE REVITALIZATION PACKETS AND CONSENT FORMS
The agreement with the City of Miami Gardens is to make our private roads public.
The city will repair and maintain our roads along with the other roads within Miami Gardens.
Our roads are in bad shape. We need the city's help.
PUBLIC FUNDS CANNOT BE USED FOR PRIVATE ROADS.

We received the previous set of Revitalization Packets and the Consent Forms
in January and February of 2024.
The packets contained the underlying HOA declaration and bylaws,
along with the updated versions for revitalization of the HOA.
We were supposed to review them and sign the included Consent Form.
Consent Forms were being collected by the Revitalization Committee.
Ms. Henrietta Lacey was a tremendous help to us by going door to door
to encourage homeowners to sign their Consent Forms.

We were successful in collecting the necessary number of Consent Forms to revitalize our HOA.
We sent our revitalization package to the Florida Department of Commerce on April 9th.
The Department of Commerce had 60 days after receipt to respond.
The State of Florida had to verify a successful count of the necessary amount of Consent Forms.
Then we would receive permission to revitalize the HOA.
Then we would have authority to govern ourselves.
Then we could give the City of Miami Gardens ownership of our private roads.
The State of Florida responded in June.​​
WHAT HAPPENED?
The Commerce Department of the State of Florida
required a revision to the legal descriptions on the newly proposed HOA documents
in the Revitalization Package that we sent to Tallahassee.
Instead of the general legal description (all of Leslie Estates Section 4, etc.), we had to list each individual parcel, along with the homeowner's name: all 177 units.​
This meant that the Revitalization Packets had to be updated, with the necessary changes required by the Commerce Department, and that they had to be sent to all owners within our HOA again.
The necessary work was done by our lawyer and her staff, and mailed to all of us.
Once again, we have all received Revitalization Packets in the mail.
We must review and sign the Consent Forms again.
Then you must mail the Consent Form to our lawyer
or call me to come and collect your completed Consent Form.​
WHAT WERE THE RECENT MEETINGS ABOUT?
On Saturday, August 10, 2024 we held a meeting at the Betty T Ferguson Recreational Center.
The meeting was to communicate to the HOA owners what was going on
and what had happened with the Commerce Department of the State of Florida.
On Saturday, September 7, 2024, we also met at the Recreational Center.
We had hoped to have the necessary number of signed Consent Forms at that meeting.
We did not.
We have to receive permission from the state to revitalize the HOA.
Then we would have authority to give the City of Miami Gardens ownership of our private roads.
PEOPLE, OUR ROADS ARE IN BAD SHAPE.
WE NEED YOUR SIGNED CONSENT FORMS.
WHAT HAPPENS AFTER REVITALIZATION?
Leslie Estates HOA No. 2 will do nothing unless we meet and vote to do so.
We will plan an Annual Meeting per requirements of the State of Florida
for a legally recognized company.
At that Annual Meeting we must elect a minimum of officers to conduct the business that was planned for by this whole process: making our private roads public.
WHAT HAPPENS WHILE WAITING FOR THE ANNUAL MEETING?
We will not enforce the declaration and bylaws.
We will not conduct any legal business before the Annual Meeting?
We will not collect any assessments or fees.
WHAT HAPPENS AT THE ANNUAL MEETING?
We must elect officers at the Annual Meeting.
We will use the Revitalization Committee members as officers and as a Board of Directors.
The next order of business would be to Vote to make our private roads public.
We will need our lawyers to make this happen legally and correctly.
The next order of business would be to Vote to Dissolve the HOA.
We will need our lawyers to make this happen legally and correctly also.
Then the Annual Meeting could be adjourned.
We would have accomplished what many of us have been trying to do since 2008.
Make our private roads public and let the city of Miami Gardens take care of the roads.
Our tax dollars, that we continue to pay, would finally enable us to get new roads.
